Age information

The minimum age for driving in the United States is 25 years.

At corporate and participating licensee locations in the U.S., Avis will rent to customers between the ages of 21-24 with a valid credit card and driver license. There is a USD 27.00 per day underage surcharge for renters 21-24.

Latin America and Caribbean residents aged 21-24 do not pay this surcharge if they are the main driver and present a prepaid voucher issued in his country of origin. They must also present a valid and accepted credit card in the renter name, passport and valid driver license issued in his country of origin.

 

Additionally, the following restrictions will also apply for renters between the ages of 21-24: A customer renting a Luxury Car, Minivan, 12 Passenger Van, Full-Size SUV, Premium SUV, or any vehicle in the Signature Series categories must be at least 25 years old.

In New York State, the minimum age to rent is 18 with a USD 84.00 per day surcharge for renters age 18-20 and a USD 35.00 per day surcharge for renters age 21-24.

In Michigan the minimum age is 18 with a USD 41.00 per day surcharge for renters between the ages of 18-20 and USD 28.00 per day surcharge for customers between the ages of 21-24.

Minimum age and underage surcharges can vary at licensee locations. It is best to check with the reservation team on the minimum age policy and restrictions at the location you are renting from if you are under 25.

Credit Cards

Budget accepts most major credit cards as credit identification at time of rental including:

You may be subject to a credit check or present additional identification.

Please note that the credit card must have the renter's name and numbers embossed on it.

 

Physical credit cards that are not close to their expiration date must be presented; otherwise, delivery of the vehicle may be refused.

Driver's License (Physical)

A valid driver’s license from the country of residence (in Latin America or the Caribbean) and an acceptable credit card is required. An International driving permit is also required for licenses with a non-roman alphabet. It must be presented with the driver's license of the country of residence.

Renters who have indicated a country of residence outside of the United States or Canada will also be required to present a return airline ticket.
 

Debit card

Note that debit cards should not be presented for the guarantee deposit, since they do not allow credits. Therefore, deposits cannot be reimbursed.

Additional Drivers

At the time of rental the additional driver must:

Be at least 25 years of age.
Present a valid driver’s license, passport and return ticket.
Present valid credit card.

In all states other than Nevada and New York, the charge for additional drivers is USD 13.00 per day per additional driver. At corporate and participating licensee locations the maximum charge is USD 65.00 per additional driver.

The additional driver fee in New York is USD 5.00 per day and USD 35.00 per week, per additional driver.
The additional driver fee in Nevada is varies by location from USD 11.00 - USD 13.75 per day per additional driver.

Exception to Standard Requirements

The following must also be at least 25 years of age but are exempt from the additional driver fee and are not required to complete and sign an additional driver form:

Renter’s spouse or domestic partner.
In California: a child, sibling or grandparent of the renter.

Driving Restrictions

Hold Amount

At the time of rental, Budget will generally request an authorization on your charge card for the estimated rental charges, but reserves the right in its sole discretion to request an extra value to be held based on certain factors as we deem appropriate.
Most rentals may require an authorization hold of the estimated rental charges plus USD 200.00.

If you have prepaid the rental, the authorization hold will be USD 250.00.
While this hold is in place, the funds will not be available for your use.

When the rental is over, we will process the reversal but the bank may take time to post it back to the account.

Some locations may not accept each of the referenced cards.

Smoke free cars

No. Budget maintains a 100% smoke-free fleet in the U.S. and Canada, and any type of smoking (pipe, cigarette, cigar) is prohibited in all Budget vehicles.

Just as renters are assessed a fee for cleaning the car's interior for excessive stains, dirt or soiling attributable to the renter’s use, customers will be assessed an additional charge if the car smells of smoke when it is returned.

Tobacco smoke leaves a residue on fabrics, fibers, and surfaces of vehicles and emits odors that many people find unpleasant. This policy is designed to ensure we are enhancing the comfort of our customers, a top priority at Budget.

When a vehicle must be cleaned of tobacco smoke odor and residue, all surfaces must be treated and cleaned. This takes considerable time and requires the vehicle to be removed from the rental fleet until odor-free.

The cleaning fee of up to USD 250,00 for vehicles with evidence of smoking is intended to help cover the cleaning costs and the lost revenue from a vehicle being temporarily unavailable for rental.

We are committed to providing our customers with vehicles that are 100 percent smoke-free, so all vehicles undergo an inspection after they are returned to the Budget fleet.

In most cases, the Return Agent will inspect the vehicle at the time of vehicle return in the vehicle return area.
If the Return Agent finds evidence that the car has been smoked in and/or it smells of smoke, photos will be taken and the customer will be informed of this finding and that they may be assessed a cleaning fee of up to USD 250,00.

The customer will then be given their receipt as per standard procedure.

Later on, a location manager will inspect the vehicle to validate the findings of the Return Agent to determine if a cleaning fee is to be assessed. If so, the customer is notified in writing that the fee has been charged to the credit card we have on file.

Under certain circumstances, the Return Agent may be unable to notify the customer of the possible assessment of the fee at the time of vehicle return. Examples include:

The customer leaves the return area before a Return Agent is able to inspect their vehicle.

A Return Agent is unable or unavailable to inspect the car thoroughly at time of vehicle return; the inspection is then conducted by trained staff at our service island at a later point in time.

The vehicle is returned after hours when no Return Agent is available to inspect the vehicle.

When the vehicle can only be inspected after the customer has left our facility and is found to require smoke-related cleaning, the customer is notified via mail that the fee has been charged to their credit card.

To avoid a cleaning fee, do not smoke or vape inside your Budget rental car.

Rental vehicles should be thoroughly inspected by the customer prior to leaving the rental location. Customers should check the car for body or interior damage, soil or dirt, and to ensure that it is smoke-free.

If at the time of vehicle checkout, the vehicle is not to the customer's satisfaction, we recommend that the customer go to the rental counter and speak with an agent before leaving our facility.

The customer will be provided with another vehicle, if one is available, and no fees of any kind will be assessed.

Smoking is not allowed in any Budget car rental. To avoid paying the fee, customers should refrain from smoking in or near the vehicle at all times.

Odors from cigarettes and vape pens can linger because they seep into fabrics. Budget has committed to a smoke-free fleet to ensure that none of our customers spend time in a rental car with an unpleasant smoke smell.

No need to request a non-smoking vehicle
If you are a non-smoker, you don’t have to worry about getting a rental car that smells like cigarette smoke. A smoke-free Budget fleet means you’ll always be driving a clean, odor-free car when you rent from us.

Insurances & Coverages

LDW - Loss Damage Waiver

Acceptance of Loss Damage Waiver relieves the renter and authorized additional drivers of responsibility for loss of, or damage to the Budget car, when they comply with the terms and conditions listed on the rental document jacket.
At the time of rental the customer must initial whether he/she accepts or declines the LDW and optional services. LDW and optional services must be signed for at the rental counter. LDW is taxable.

If LDW is not accepted, the customer is financially responsible for the full value of:

Accident Damage
Glass Damage
Stolen items (radio, battery, etc.)
Vandalism
Theft of the car

Exceptions

In Wisconsin, if LDW is not accepted, the renter is liable for all loss or damage to the Budget car due to an accident or reckless, wanton behavior.

In Illinois, if LDW is not accepted, the customer is financially responsible for the below types of damage, the responsibility amount varies based on car group rented.

Loss of Use
The customer may also be responsible for reimbursing Budget for the revenue lost by not being able to use the car while it is being repaired or not recovered due to theft (referred to as Loss of Use).

 

TPL - Third Party Liability

When TPL or Third Party Liability is indicated on the rental agreement, an in-bound rate includes third party liability limits of USD 500,000, regardless of the state of rental.

 

Third party liability protects the renter and all authorized drivers of the rental vehicle against third-party bodily injury or death and property damage claims up to USD 500,000 per single occurrence for cars rented at U.S. locations.

 

LI - Limited Third Party Liability

Public Liability covers injury or death to a third party (persons outside the Budget vehicle). Property Damage covers damage to property other than the Budget vehicle and the renter’s, driver’s or passenger’s property.

Depending on the location Budget will provide primary or no coverage up to the minimum limits required by law in that state. The Rental Document will state what type of coverage is provided.

Primary Coverage
If the location offers primary coverage then the protection is included in the rate at no additional charge to the customer.

No Coverage At all corporate locations in California and Texas, liability coverage will be the responsibility of the renter/driver in the event of a third party claim for injury, death, or property damage.

PAE - Personal Accident & Effects Insurance

Personal Accident Insurance provides accidental death and medical expense benefits to the renter and all passengers in the Budget car. The renter is covered for accidental bodily injuries during the entire term of the rental agreement (24 hours a day). The passengers are covered while in the car and while entering and exiting the car.

In addition, PAE insures the personal belongings accompanying the renter and immediate family members who are traveling with the renter. Items must be for personal use and not used in business. Certain types of personal effects are not covered under this policy, such as motorcycles, boats and motors, currency, coins, deeds, bullion, stamps, securities, tickets or documents.

In the state of New York, the maximum coverage for personal belongings per individual is USD 500.00 per claim, with a maximum coverage for all individuals of USD 1,500. At all other corporate locations, the maximum coverage per individual is USD 600.00 per claim with a maximum coverage for all individuals of USD 1800.00

Additional charges

Fuel and Electricity Charges

The vehicle is rented with a full tank of gas and must be returned in the same condition or there will be a charge for refueling. If you have refueled, please keep your receipt for verification purposes.

Most locations offer a prepaid gas option to purchase a full tank at market value which allows the customer to return the vehicle without a full tank of gas. There is no refund for unused gas.

If the customer declines the Gas Service Option then the customer will be charged for fuel at the location’s current refueling charge.

At participating locations, if the vehicle is driven less than 75 miles, there is an automatic EZ Fuel service charge of USD 15.99 (USD 18.99 in California) that will be applied. This service charge can be avoided if the customer purchased fuel and provides the counter with a receipt upon returning the vehicle.

e-Tolls

If you do not pay cash for any tolls, you automatically opt into our e-Toll service. You agree to pay for all tolls incurred during your rental and all related fees, charges and penalties.
 

The convenience fee for e-toll usage is USD 6.95 for each day you use the e-toll device and there is a maximum of  USD 34.75 per rental plus toll charges.
There are no service charges if e-toll is not used during the rental duration.

E-toll unlimited must be purchased at the beginning of the rental. 
If you use the unlimited e-toll service all cost of tolls and convenience fees are included. 
For this service you pay a flat fee of USD 10.99 up to USD 23.99 per each day of the rental period regardless of whether or not you incur any tolls or a flat fee of USD 54.95 up to USD 119.95 per week.

Additional information

Late / Early return charge

The vehicles are rented for the period of 24 hours. There is a 29 minute grace period for returns. After 30 minutes late, a late fee of 3/4 of the day plus USD 0.01 plus tax applies. After 90 minutes late, late fees of one full day plus tax apply. There is no grace period for rental fees, surcharges and optional equipment or protection fees, therefore full day late fees will apply for these items.

One Way rentals

Based on availability one-way rentals are allowed between cities within the United States. A one-way fee may apply.

Returns

If you want to extend the rental or wish to return the vehicle to a different location please contact us as soon as possible. At the latest, this should be before the end date and time on your rental agreement. You will be advised whether the change is possible and any additional costs when you call.

If you fail to extend your rental you will be charged the prevailing pay at location prices for the extra days as well as a late return administration fee of USD 10.00 for each day or part of a day until the vehicle is returned.

If you return the vehicle to a different location then you agreed to at time of rental your rate could default to a different rate available on the day you return the vehicle and a one way fee will be applied.

Electric vehicles

ELECTRIC VEHICLE AMENDENT TO RENTAL TERMS AND CONDITIONS (“EV AMENDMENT”)

This EV Amendment amends the rental agreement signed by you with respect to the rental of a vehicle powered by an electric motor (an “EV”) from Avis Rent A Car System, LLC, Budget Rent A Car System, Inc., Aviscar, Inc., or the independent Avis Rent A Car System, LLC or Budget Rent A Car System, Inc. licensee identified on the rental agreement (collectively referred to herein as “Avis”).

This EV Amendment simultaneously amends the terms of your rental from Budget with respect to the terms herein only.

All other terms of your rental remain in full force and effect. In the event of any conflict between the terms of this EV Amendment and your other rental terms, the terms of this EV Amendment shall govern.

Due to unique infrastructure needs associated with EV’s, your EV must be returned to your rental location on the date/time specified in your rental terms. If your EV is not returned to the renting location, all costs incurred in transporting your EV back to the renting location will be assessed to you.

In addition, you will be assessed a fee for Budget’ loss of use of the EV between the time that you should have returned the EV to the renting location and the time that it is returned to the renting location up to a maximum of thirty (30) days. The loss of use fee will be your daily rental rate.

Budget will rent the EV with at least a 70% charge on the battery.

The range of your EV will vary based on a number of factors including vehicle load, driver’s actions such as speed and acceleration, climate and terrain factors such as inclines. Budget does not warrant or guarantee the range of an EV.

Your EV must be returned to Budget with a battery charge level of at least 70%.

If returned at less than 70% but more than 10% battery charge level, a charging fee of USD 35 will be assessed to you.

If returned with less than a 10% battery charge level, you will be assessed an additional low charge fee of USD 35 (a total of USD 70 charging fees if returned with a battery charge of less than 10%).

The charging fee is based on the kilowatt hours, overhead, loss of use of the EV and administrative costs Budget incurs in charging the vehicle.

Note: fees assessed in the United States refer to U.S. dollars and fees assessed in Canada refer to Canadian dollars.

Roadside assistance is available for your EV but fuel cannot be delivered to EV’s. If you require roadside service because you depleted your EV’s batteries, your EV will be towed to your renting location and the towing expense will be assessed to you.

If you require another vehicle due to a breakdown, you may be provided a gasoline powered vehicle in which case, all fuel provisions of your rental terms shall apply with respect to your replacement vehicle.

All EV equipment including, but not limited to, charging equipment, keys, key cards, fobs and/or remote (“EV Equipment”) provided with your EV must be returned.

The full replacement cost of any EV Equipment not returned with your EV will be charged to you. LDW, even if elected, does not cover EV Equipment.

If you rented a Tesla EV, you will be able to access Tesla Superchargers, subject to availability, to recharge Tesla vehicles provided, however:

Any fees, charges and/or costs to access and utilize the Tesla Supercharges shall be your responsibility;

Any Tesla “idle fees”, as defined and charged by Tesla, shall be your responsibility (see Tesla’s website for details TESLA Superchargers Idle Fee;

The provisions of “Battery Charging Levels at Vehicle Return” shall continue to apply to you.

Tesla vehicles may not be washed at an automatic car wash. Any damage caused by an automatic car wash shall be assessed to you pursuant to the “damage/loss to the car” provisions of your rental terms and will not be covered by LDW.

If you do not purchase ldw and rely on your personal insurance to cover your damage to the ev, it is your responsibility to ensure your insurance provides coverage for ev’s and/or ev components.

Pet policy

Housebroken pets are invited to travel in your rental car, just as they do in your personal car.

Although Budget doesn't assess an extra fee for pets, pet owners will incur an additional charge for any damage caused by animals, or any special cleaning required as a result of shedding or accidents.

Budget is committed to providing clean cars to every customer. When a vehicle is returned excessively dirty, it is our policy to charge the renter a cleaning fee.

In some cases, our customers are disabled and require service animals. Budget embraces and supports our disabled customers, and generally we will waive the cleaning fee when the excessive dirt is primarily animal hair.

If, however, the vehicle is returned with more than a tolerable amount of animal hair or other types of soil, the manager at the location may elect to impose a cleaning fee.

In such cases, the location will take photographs of the excessive dirt to support the extra cleaning charge.

Driving restrictions

Cross the border

Vehicles rented at corporate and participating licensee locations may be driven into Canada with no restrictions. 

The rental counter must be notified at the time of rental that you plan to drive into Canada so we can provide a Canadian non-resident insurance card (provided at no cost). 

Based on availability one-way rentals may be allowed to certain Canadian cities.

At participating border cities in California, Arizona, New Mexico and Texas, corporate account customers are allowed to drive the vehicle into Mexico with certain restrictions.

Corporate and participating licensee locations will allow the vehicle to be driven throughout the continental United States without restrictions. Based on availability, one-way rentals may be allowed to some U.S. cities.

The locations below have driving restriction exceptions to the above policies.

ALABAMA:

Cities: Birmingham, Pelham
Policy: Vehicles at this location cannot travel into: New York, Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont.
All rentals must be returned to the originating rental location unless authorized, in advance, as evidenced in writing on the rental agreement.
Vehicles returning to an unauthorized location will be subject to a drop charge equal to USD 0.75 per mile driven or USD 300.00, whichever is greater, and a rental rate surcharge.
Any unauthorized drop fee should not exceed USD 1500.00 regardless of mileage. Based on availability, one-way rentals may be allowed to some U.S. cities.

CALIFORNIA

Cities: Alhambra.
Policy: Vehicles may only travel throughout California and to the city of Las Vegas, NV.

Cities: San Luis Obispo, Santa María.
Policy: Vehicles are not allowed outside the state of California without prior approval.

GEORGIA:

Cities: Atlanta, Brunswick, College Park, Duluth, Jonesboro, Lawrenceville, Lithia Springs, Lithonia, Marietta, Norcross, Roswell, Snellville, Tucker.
Policy: Vehicles at this location cannot travel into: New York, Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont. All rentals must be returned to the originating rental location unless authorized, in advance, as evidenced in writing on the rental agreement. 
Vehicles returning to an unauthorized location will be subject to a drop charge equal to USD 0.75 per mile driven or USD 300.00, whichever is greater, and a rental rate surcharge.

Any unauthorized drop fee should not exceed USD $1500 regardless of mileage. Based on availability, one-way rentals may be allowed to some U.S. cities.

TEXAS:

RSN - Roadside Assistance

Extended Roadside offers fast, dependable rescue service for our renters for a daily charge. It is offered to our customers at time of rental and provides roadside assistance for lost keys and remote entry device lockouts, flat tire service, towing (if the vehicle is inoperable), jump starts and emergency fuel delivery (up to 3 gallons). 

The cost of replacing a key for most vehicles is at least USD 100.00
Locksmith charges range by area. In addition to the cost of keys, there is a tow charge or delivery fee that can range from USD 50.00 to USD 250.00 depending on the distance. 

By accepting the Extended Roadside Assistance you won’t have to worry about incurring additional expense for the listed items while on the road.

 

The cost is USD 8.99 per day and USD 53.94 per week (plus taxes).

Ski racks

Only available at a limited number of ski cities. 
Ski Racks are available on car groups: F, L, S, V, W and Z only.
