TPL - Third Party Liability

Third Party Liability (TPL) cover is provided with the vehicle as standard. This means that if the renter has an accident in our vehicle and he injures someone, including any of his passengers, or he damages anything which belongs to them, he will not have to pay any of their costs.

Third Party Liability cover does not cover any death or injury suffered by the driver of our vehicle or any damage to personal items in our vehicle.

If the law requires us to provide renter with third party liability cover, the minimum cover required by law will still apply but we, or our insurer, may seek to recover our costs from the renter if the accident was caused by:

By the renter breaking the contract (for example allowing someone we had not approved drive the vehicle of driving whilst under the influence of alcohol, drugs or any other unlawful substance).
By the renter breaking the law.
As a result of the renter’s negligence or recklessness.

TP - Theft Protection

If TP is not purchased or is not included in the rate, in case of theft the customer will be responsible for the total value of the rental car, keys, any accessories and any vehicle documents plus the loss of profit and an administrative fee.

If TP is purchased and the vehicle is stolen, the amount he will have to pay will be reduced to no more than the excess stated on the rental agreement, which will depend on the car group and the rental location.

The excess will not apply and the renter will have to pay the car’s full value if the loss or theft was caused by or as a result of:

Keys being left in the vehicle.
Keys being lost or stolen.
Using the vehicle in breach of the contract.

If any optional extras are lost or stolen, renter will have to pay for the cost of replacement in addition to the rental fee.

Additional charges

Fuel and Electricity Charges

The vehicle will normally be supplied with a full tank of fuel. Renter must return the vehicle with the same amount of fuel it had in it when he picked it up – usually a full tank – as shown on the factory-installed fuel gauge.
We recommend to fill up as close to the return location as possible on the return date, and keep the receipt to show us. If customer does not return the vehicle with a full tank – and can’t show us a receipt for fuel – we will charge him.

FUEL OPTIONS

FUEL UP FRONT: renter can pay for a full tank of fuel, based on the manufacturer's stated fuel tank capacity for the rented vehicle – plus our costs of refueling the vehicle. Then renter just returns the vehicle with whatever’s left in the tank (even if it’s virtually empty) so long as the engine still runs. If renter wants to buy Fuel Up Front, he must ask for and buy it at time of rental

How do I calculate the cost of Fuel Up Front?
Depending on the rental location, we charge the average fuel price at the start of the rental period – as stated on this EU fuel index: Click here. However, renter will not get a refund for any fuel he does not use.

If renter drives less than 120 kilometers Budget will apply EZ fuel?
Often the fuel gauges stills look “full” so Budget asks customers to fill up the tank near the return location and show a copy of the receipt when returning the vehicle. If the customer doesn’t have time to fill up the tank, or can’t show a receipt, Budget will apply EZ Fuel to cover refueling costs.
EZ Fuel cost can vary depending on the rental location. It is generally a fix fee of EUR 16.94.

Pay on Return will apply if renter has driven more than 120 kilometers and:

Doesn`t buy Fuel Up Front.
Doesn´t return the vehicle with a full tank.

He will pay for fuel based on the factory-installed fuel gauge rounded down to the nearest eighth (1/8) of a tank. This is based on the manufacturer’s stated fuel tank capacity.
We charge the average fuel price at the end of the rental period for Spain – as stated on this EU fuel index: Click here.
The price per litre will be stated on the rental agreement –plus a processing fee of EUR 27.59.
This charge covers Budget cost of driving to the nearest petrol station at short notice, and potentially delaying the next customer’s rental.

FUEL OPTIONS IN CANARY ISLANDS

Fuel is not included in the price of rental. You may choose between the two fuel option services:

EXPRESS SERVICE:
"Express Service” is a fast and flexible service by which the vehicle will be given with a full tank of fuel, allowing the direct return without the need of refueling or searching service stations close to the drop-off location, neither to perform unnecessary fuel level verifications, both at the time of delivery or at the time of the return. Furthermore the value of the fuel left in the tank will be refunded at the time of its return at our premises.

Note that the price of the “Express Service” will be an extra and independent charge to the fee customer paid for the rental of the vehicle. The extra charge is conformed by:

The cost of fuel: This cost will vary depending on the tank capacity of the rented vehicle and the average price per liter of fuel in the Canary Islands market, that is, the average of the cheapest and the most expensive prices offered by service stations in the Canary Islands at the time of hiring this service, according the rates published on the website of the Ministry of Industry, Energy and Tourism (More information).

The sum to be refunded upon return of the vehicle is calculated based on the same criteria, it will be the result of multiplying the average price per liter of fuel in the Canary Islands, according the rates published on the website of the Ministry of Industry, Energy and Tourism indicated above, by the eights of a tank stated in the vehicle´s indicator at the time of its return.

Express Fuel Service fee: EUR 19.00 including taxes. It will not be subject of reimbursement.

FULL TO FULL SERVICE.
By hiring this service you will be given the vehicle with a full tank of fuel, and must return the vehicle to the rental company at the agreed drop-off location with a full tank.
If renter not comply with the obligation to return the vehicle with a full tank, the cost of the amount of fuel needed to top up the tank will be charged, plus a EUR 40.00 penalty, which it is the cost that the lessor incurs in logistical and personnel costs.

Additional information

Late / Early return charge

Unless agreed differently, all customers must return the vehicle and any optional extras at the time/date and location stated on their rental agreement.
If the customer believes they will be late, it is in their best interest to request an extension from us.

If the customer is then late in returning their vehicle ,they must pay for an extra day's rental for the vehicle and any optional extras plus a late return processing fee for each day/part of a day they are late.

The late return administration fee is EUR 15.00 per day.

One Way rentals

Some rental locations let renters collect the vehicle and any optional extras from one rental location and return them to another within mainland Spain (One way rentals).
The price depends on the rental location and the car group rented.
If renter wants to pick up the vehicle and return it to a different location in the same country, he can expect it to be between EUR 49.00 and EUR 89.00.

One-way rentals from/to the Spanish Islands are not permitted.

International One Way is not allowed. The vehicle must be returned in the same country of pick-up.

Fines and charges

When a traffic violation is incurred with a rental vehicle, the relevant Authority contacts the rental company that owns the vehicle.

Budget will identify the driver of the vehicle, transferring, whenever possible, the responsibility to the driver of the car at the time of the infraction. Once the identification has been made, the Authority will send the fine issued in the name of the holder to the address registered in the contract. Budget does not interfere with the time it takes the Authority to contact the driver. The deadline for payment of the fine begins on the date of notification, so that the driver is not affected by the time required for identification.

Under the terms and conditions, we charge an administrative fee, regardless of the amount of the fine, to cover the costs involved in this procedure. The cost is EUR 42,35

Budget does not include an additional service for fines. To appeal a traffic violation, the renter must contact the sanctioning authority directly. The details of the dispute process and payment methods will be defined in the fine document issued by the Authority.

Circulation restrictions

Certain areas have congestion charging zones meaning you need to pay a fee if you wish to drive in certain areas, on certain days and during certain times. In addition, there are toll roads and toll bridges which require you to pay a fee if you wish to use them. If you do not pay these charges before you enter such areas or use such roads or bridges, you will incur a fine.

We recommend you check the Internet to find out about any restricted areas before you travel. Websites such as Urbana Access Regulations provide useful information. If the rental location is in or near a restricted area, we will tell you about it when you pick up the vehicle. We are unable to tell you about any other restricted areas.

It is prohibited to take or transport the Vehicle to the autonomous cities of Ceuta and Melilla from any point in Spain, between the Spanish mainland and the Islands (Balearic and/or Canary Islands) or between the Islands.

You are not allowed to use the vehicle by transporting it on board any kind of boat, train, lorry or plane (except with the Rental Company’s express authorization in writing).
